I suspect in your device('s) settings, iCloud must be enabled. I think that setting is specific for each app.

Look for iCloud sync, there are a few topics on this.
Basically it is best to first run a backup (to email or iOS11 Files) on your Apple devices as you normally would, then when you turn on sync, the songs/playlists will merge so you get the same data on each device. From then on, any change on one device will be updated on any others.
